Better Perfmon Metrics

This app improves the sourcetype used by ITSI, ITEW and SAI to parse Windows Perfmon metrics, that greatly reduces the license usage (over half), and slightly reduces the disk usage. This method was co-developed by Chris Younger and Brett Adams through collaboration with the SplunkTrust. This was presented in detail at Conf23 in PLA1163C.
