Add-on Debug Refresh

The intention / reason for this app is to reload changed configs on the fly so you can **test and validate** them. It provides a custom search command `refresh` which reloads Splunk Configurations like when using the URL `http[s]://splunkservername:splunkport/en-US/debug/refresh`.
